Re:         Final demand regarding the Liabilities and Responsibilities of  Monsieur Recours


Dear Sir:

Please allow this letter to serve as our final attempt to (1) notify you of your liabilities regarding the
damage to Marc Campus’s reputation and business endeavors due to
your failure to act and aid as
required by your public office/mandate
and to (2) request that you make an advance partial payment
for inexcusable time loss due to your failure to act.  

As we stated in our previous correspondence to you, Marc was falsely accused in France of business
irregularities in connection with the investments made with his businesses in the United States. Marc
Campus was initially convicted of the allegations; however, on appeal in 1985, Marc was cleared of all
charges. In spite of this discharge and the fact that the conviction should not have appeared in any of
Police’s files after 1985, the inaccurate information was disclosed by Interpol France (IP France) in 1991
to Interpol USA (USNCB) and then was spread out to outside agencies around the world, again and again
in 1991, 1996, 1998 and 2006. As a direct result of this false disclosure, Marc Campus had new business
agreements destroyed which cost him and his companies millions of dollars in loss.

However, all of the damage could have been blocked or repair measures could have been placed into
motion in the year 2000 if you would have responded to any one of the many requests seeking assistance
from you. On May 30, 2000, we sought the aid of the House of Law. The House of Law recommended that
we enlist the help of the Republic Mediator to find an amicable resolution with the miscarriage of the
French Judicial System. We met with Mr. Reale who explained that it was necessary to go through an
intermediary of a member of Parliament. Following Mr. Reale’s direction, June 30, 2000, our attorneys in
Washington, DC forwarded to your attention correspondence requesting your assistance in correcting the
situation and the damage done to Marc’s reputation due to the false disclosures. Irene Maquard (Marc’s
partner at the time) went to your office with this letter and visited with Mr. Launay (your cabinet director)
and explained in person why we needed your help and presented documentation to support our claim. We
received no proper response! Accordingly, nothing was accomplished from you.


When you would not respond to our legitimate requests, we tried everything we could on our own to
resolve the misinformation issues involving Marc and to resolve our possibly failed business endeavor
with the Palestinian government. In November 2001, we took steps to restart Marc’s business in La
Bonneville: in the form of construction of one of our Equestrian Building Models on the craftsmen area to
show our Equestrian building business and to be used as a workshop to restart our equestrian clothing
industry in one part and to manufacture in the other part, Marc’s High Tech Horse Trailer, intended to the
international market;   so, Mayor Bouteloup sent another letter to you on our behalf requesting your
assistance. You again refused to reply or take an action! And, once again we lost time which resulted in a
hindrance to Marc’s businesses and future projects.


Since then, Marc, with the assistance of other harmed also by his situation, has continued to make
several, if not numerous, attempts to resolve the situation expeditiously to no avail.
We have been
notified as of only August 29, 2007
, that USNCB has finally received a response from Interpol France
confirming Marc’s discharge of the judgment issued against Marc Campus on November 5, 1982 and
overturned on February 1, 1985.
The initial information received by USNCB was forwarded from IP
France 6 years after the case was dismissed, its reference numbers provided by USNCB
DCPJ/AC/5APB/BCN  NR  5188/GRI/NR 5710/DP/BM/91/5751, is clear evidence that the
fraudulent conduct is directly linked to IP France, DCPJ, French Justice and Interior system.

Your past behavior as a member of parliament shows a blatant disregard for Marc’s personal civil
liberties, a disregard for any foreseeable harmful consequences, and willful conduct to ignore all the
repeated attempts from all the above referenced individuals pleading that some action be taken to help
correct this false information on Marc’s record created by French Justice and Interior system. We
attempted to go through the proper authorities and to follow the advice of Mr. Reale who assumed you
would assist us as well. And all you had to do was forward our complaints to the proper personnel or reply
to us accordingly. However, you failed to do anything, including responding properly to our request.


Before Marc was notified of the false information, Marc never knew the reason for his failed business
activities was because of wrong information transmitted to agencies around the world.
Marc’s life and
career have been put on hold for many many years due to inexcusable acts of the French
government and
your failure to respond to a citizen’s request for assistance. As a direct result of
your failure to act appropriately, Marc Campus had new business agreements destroyed which
cost him
and his companies millions of dollars in loss.
       

You committed
gross negligence for failing to properly assess the situation, intentionally failing to take
any action to forward our complaints to the mediator even after repeated requests from several
individuals and for failing to reply to at all. CS 1 Group Legal Office Company will file a lawsuit against all
the perpetrators who took part in sending the fraudulent information about Marc around the world and
those who caused unnecessary delay for failing to perform their duties in assisting to correct the wrong
information.
You will be listed in the lawsuit as one of the wrongdoers for failure to act when
called upon to do so.

Because of your inaction, Marc experienced an extended breach
as to his personal civil liberties.
Your failure to assist caused
the damage to grow because of the additional delay in obtaining a
resolution. Marc’s ability to carry on legal trade with his partners in France, United States, Canada,
Palestine, etc. was severely violated. Marc suffered severe damage to his personal and business
reputation. Due to the length of time it took to correct the wrong information, Marc also had past business
endeavors destroyed.  Because of the damages you created, we are requesting that you make an
advance partial payment so that Marc Campus can start to repair the damage done to his reputation and
past business activities.

If you refuse to take immediate action to honor our requests, you will have again breached your duty of
good faith to Marc Campus and other governmental agencies for failure to mitigate damages and correct
your own wrongs immediately when given the opportunity to do so.

We will hold this opportunity open until
November 15, 2007. If no action is taken by said date, it will be
withdrawn and we will file a lawsuit in the United States Federal Court and will proceed into litigation. I
would appreciate hearing from you in reference to this offer. Please have your response sent to Marc
Campus and CS 1 Group Legal Office Co., Wilmington, DE 19801 USA.
