Re:         Public Acknowledgement of Final Exoneration of Marc Campus

The purpose of this letter is to raise a specific claim against the French government for intentionally
breaching its duty to Marc Campus with respect to making sure his final exoneration was properly
recorded with national agencies. The specific areas of concern is that the French government failed to
correct the misinformation which has been detriment to Marc Campus’ reputation personally and on a
business aspect.

There is clear evidence that the French government

-        has failed to properly record the exoneration
-        has ignored and will not comply to the repeated requests from several people to correct the
misinformation which makes their actions intentional
-        has failed to disclose the whole truth to the appropriate agencies of Marc’s exoneration
-        has caused severe harm to Marc Campus and his businesses due to the French government failing
to properly record.


Facts Supporting the Claim

In the early 1980s, Marc Campus entered into a marketing and manufacturing agreement with George F.
Epps - EXCELLANCE, Inc.
(www.Excellance.com - www.southernmuseumofflight.org/AAHOF_Epps.html) to
build Marc’s High Tech Aluminium Horse-Trailers. Issues were raised about the business agreement due
to political reasons. As a result, Marc was falsely accused in France of business irregularities in
connection with the investments made with his business in the United States. Marc Campus was initially
convicted of the allegations; however, on appeal in 1985, Marc’s accusers recanted their accusations and
Marc was cleared of all the charges.

In spite of this discharge, the French government never properly recorded the final exoneration. As a
direct consequence of this failure to properly register the final exoneration, several United States law
enforcement agencies have failed to appropriately acknowledge the exoneration. In addition, these United
States agencies have continued to only acknowledge the initial conviction of the case and have failed to
recognize the fact that Marc Campus was cleared of all charges. These failures have been and continue
to be extremely detrimental to Marc Campus and his business endeavors. This miscarriage of the French
judicial system has caused severe damage to his ability to realize the potential for successful participation
in his industry.

Applicable Law

The French government committed willful and wanton negligence by failing to properly record the final
exoneration of Marc Campus.
The French government had a duty to make sure the exoneration
was properly recorded as well as forward the exoneration to all agencies which received
and/or reported the conviction.
However, that duty was breached when the French government failed
to record Marc’s discharge. Also, the French government actions became willful and wanton when many
years pass and repeated requests are ignored and the French government still refuses to correct the
problem promptly. This type of failure to act in no way can be construed as coincidental.

Fraud was committed when the French government was made aware of how they mishandled
the recording of Marc’s discharge and they did nothing about it.
Marc had to suffer through a trial
and appeal all because he was falsely accused. Marc went through the proper channels and made sure
he was exonerated of all charges through the judicial system. In addition, Marc relied on the French
judicial system and/or government to make sure his exoneration was accurately documented everywhere
so he could carry on with his business endeavors without problems. When Marc realized his exoneration
was not reported, he and others instantly requested that this matter be corrected.  Even after repeated
attempts and notices of how this was affecting Marc, the French government chose to ignore the
requests. The French government failed to disclose the whole truth which has caused officials and others
to continue to assert the initial holding in the case without regard to final status.

Conclusion

Marc Campus and his related businesses have a specific claim against the French government for
intentionally breaching its duty to Marc Campus with respect to making sure his final exoneration was
properly recorded with the appropriate agencies. The specific areas of concern are that the French
government failed to correct the misinformation which has been detriment to Marc Campus’ reputation
personally and on a business aspect after repeated requests to repair the misinformation.

Marc Campus and his associated businesses has presented clear evidence that the French government

-        has failed to properly record the exoneration
-        has ignored and will not comply to the repeated requests from several people to correct the
misinformation which makes their actions intentional
-        has failed to disclose the whole truth to other agencies of Marc’s exoneration
-     has caused severe harm to Marc Campus and his businesses due to their failure to properly
record.        

A successful business in the international arena is significantly based upon reputation. Marc Campus had
an immaculate reputation in the equestrian sport and the associated industry. However, because of the
French government’s actions to intentionally not correct the recording of the final status of the case, Marc
Campus has had to suffer damage to his reputation and to his business activities.
Officials in the French
government who had knowledge of the nondisclosure and intentionally failed to correct it should be found
guilty of applicable charges and should be forced to pay restitution to Marc Campus for damage to his
reputation and to pay for losses he incurred due to misinformation supplied by the French government.
Marc Campus and his associated business will be entitled to and seeking monetary damages for the
injuries to Marc Campus’ reputation as well as injury to past  and future business ventures. Marc Campus
and his associated businesses will also be seeking punitive damages due to the French government’s
gross, willful and wanton conduct.

We request a written response indicating how the Legat Paris intends to proceed at this time. Please
