LETTER FROM IRENE TO MINISTER OF FRENCH FOREIGN AFFAIRS

Monsieur the Minister,
We are a group of 3 French citizen who have, during several years, decided to invest on the Arab world.
Being Horse-People, we were hoping to rekindle a cultural Past in these countries, and offer a middle
term economic assistance, bringing to them the fruit of our work in this field, in the form of an
economical, agricultural and industrial program, developing products like feeds, new concept
transportation vehicles, Clothing for riders and professionals, etc.
All this being intended for a market we know perfectly, having lived many years in United States,
where such a market is huge.
I personally met Yasser Arafat on June 24, 1995, to communicate our offer of 4 French Anglo-Arab
horses, all from international origin, which we had purchased young, and prepared 5 years, by a very
special feeding and care particularly adapted to their future career. These horses could represent
Palestine, in exchange of what, as it was such an important investment in time, work and money from us,
we wanted to develop the business possibilities of our program. Then, Yasser Arafat told me that all this
would be done without problem.
Six months later, the horse program was still not respected, not because a lack of financing, but
because repeated delays and money used for other targets.
Other people were nominated as responsible to start on the commercial activity. After 3 months, again,
delays piled up, and finance was used for other projects.
My partners had been sent to Canada, with a precise mission, we had an agreement. Myself, I was
remaining in Gaza to secure the manufacturing, (of clothing first), for export.
Starting from then, I was even victim of intimidation, of scares, of black-mail, the last person in
charge wanted to wipe off everything which had been done, and divert the targets to make the most of
himself.
To such a point that, having to come to Canada to take care of the different problems of the marketing
department, I had to leave hastily, and as they were cancelling my rental, I had to burn precious
drawings and shoot our dog, since 8 years our companion.
The non-respect of our accords which were targeted toward an international distribution for Palestine,
seems incomprehensible, unless this project hampers others. Nevertheless, this leads for us to a too big
loss of time and investment, not taking into account the personal commitment, to be left without
consequence.
May be Arafat himself is not aware of the last progresses which leave us here in Quebec in a difficult
situation, as the agreement is no more respected regarding the expenses and salaries financing, and
regarding the non payment of the horse left in Gaza, still our ownership.
A word from you could reach him directly, when my different letters, direct or through the Palestinian
Delegation in Ottawa remain with no answer and no reaction. At least, I would be set about him.
Remaining one year in Gaza, I have been able to see the development of influences and activities which
are not all desirable for a new country. This drives to doubt a little about the possibility of a real
autonomy shortly, unless an important direction change, and particularly the elimination of "vultures" who
are using all means, including corruption and prostitution. But this is unfortunately common in developing
countries, and I know it is not new to you...
My partners are now in Texas, organizing there sub-contracting of new products, but above all,
collecting around them the best craftsmen, breeders, friends and connections, all interested in our
program. This is on the good way, Texas being dynamic in all points of view, and enthusiastic, which is
very comforting.
Excuse the length of all this, I enclose few documents as proof of my sayings.
